Pan / zoom data frame in layout view

I have a page layout that contains a single data frame showing a portion of my map.  Is there a way to pan and zoom within the data frame in layout view?

In the Layout tab make sure you have your "Tools" toolbar added.  You can use the Pan tool (the little hand) to pan within your data frame and the +, -  magnifying glass tools to zoom in and out. The Zoon In and Out tools also work in a data frame or you can just change the scale on the Standard Toolbar.
