Is there a way to combine values in a category selector?

Is there a way to combine values into one option in a category selector? I have multiple values that cause a point to fall into my active violation category and I want it to be just one button to filter them.

I want to create one button that says "Active Violations and Open Incidents" and have it contain the 3 values that fall in to that field instead on the user having to click all three like it is right now.
