I have a railroad line and would like to display 60+ USGS historical maps as background. Ideally, in ArcGIS online, these tiff files can be turned on and off, and their transparency levels modified.  See attached image for a snapshot of the maps in ArcMap. If they all have to be On, that's fine. But their transparency level does need to be modifiable by the user.

There are different references online to how to display a tiff on ArcGIS online. I also thought I read once that I can directly connect to the USGS server?

What's the recommended way to go about this? I'm new to ArcGIS online.

The recommended approach for publishing imagery to be hosted in ArcGIS Online is described in the Imagery Workflows in this section Serving Cached Imagery—Imagery Workflows | ArcGIS - this includes downloadable scripts to automate the process.
