No layers available in filter widget

I am trying to use the Filter Widget for my web app, which is currently using a layer for the Search and Attribute Table widgets. When I try to configure the Filter Widget, it is showing that there are no options to choose from in the Layer drop-down. The layer is published as a hosted feature layer and is working for the other widgets. Any ideas as to why the layer is not showing up here?
