Adding categories to a Legend

I'm having difficulties adding categories to a Legend in ESRI/ArcGIS.  I'm hoping for some input as to what we may be doing wrong.

We have tried using Value and Label for Symbology Category values:

We see that configuration coming through on the query, but no text on our Legend.  We used both the Value and Label fields for display purposes, neither appears to be working for us.

Based on the screenshots, this does not look like an issue related to AppStudio for ArcGIS. 

I am looping ArcGIS Pro‌ and ArcGIS Enterprise‌ to see if anyone in these group can help answer this question.
