I as able to fix the problem by restarting our GIS server. Our IT dept. cut the power to the building to test the back up generator and the backup power in the server room was suppose to keep things running. Not completely sure what happened to the feature services. The features services were working fine in the Collector Classic but were not drawing in the new Collector. Didn't seem like a server restart would do the trick as the behavior of the services were different in each Collector app.
