Arc Pro 2.4 will it publish to 10.6.1?

Will Arc Pro 2.4 publish a locator to 10.6.1?  I am waiting for Pro 2.4 so I can create a Locator to fix the "ghost" Suggest bug that has been in Locators for a while, so I can re-enable Suggest in them.

Towards the bottom of this thread answers your question as yes according to ESRI project manager.

Have you tried to be a part of Early Adopter Program for Pro to see if you can publish Pro 2.4 Beta against AGS 10.6.1?

Ah hm no I have not seen the 2.4 beta. I just logged in to EAC and I do not see it there. Just Survery123, AGOL, Quick Capture, and Business Analyst. I had seen various posts about that it should be possible for earlier Server versions, but when I was reading the 10.7 documentation yesterday it gave me pause. The way it is written is suggestive of requiring 10.7... https://enterprise.arcgis.com/en/server/latest/get-started/windows/what-s-new-in-arcgis-for-server.h...  So, good to know it will support 10.6.

Are the locators you are going to publish to Server 10.6.1 locators created with the Create Address Locator tool or the Create Locator tool. You will only be able to solve the suggestion problem by creating locators with the Create Locator tool, which will return suggestions in the Locate pane as well as when published as a service.
