Map background prints differently than it looks in layout

I added a jpeg picture to my my map layout in Arcmap 10.6.1 (top picture). My map with looks perfect in ArcMap layout, but when I export it to any format the resulting file shows the dataframe cube as a block of white on top of my jpeg picture (bottom picture). I have tried clipping every different way. I tried to save my jpeg as a style file and add it as a background option in dataframe properties, but it came out tiled. Any ideas on how to get what I'm after? #arcmap layout #customise background
