Hello Kal Ssin,  While the Navigator for ArcGIS App is not included in the Personal Use license purchase, it can be added to your subscription at any time by purchasing it in the ArcGIS Marketplace (https://marketplace.arcgis.com/listing.html?id=b2d9a4dd70174fac8986dd2bf15a477a).
