Manual procedure for ArcGIS solutions deployment?

The ArcGIS Solutions Deployment Tool is a total fail for us.  I'm connected to ArcGIS Online as the portal, so this "easy" tool is failing for no clear reason.  I've downloaded and installed the most recent version.  I've rebooted.

Is there a manual way to set up one of these solutions?
