Printing from PDF reveals a phantom line. It is not visible until printed.
Opening in Illustrator does not reveal anything except the layers that are outside the map frame.
Working in ArcGIS Pro.
Downloading a new HPMS shapefile from FHWA website corrected the issue. HPMS Public Release of Geospatial Data in Shapefile Format - Policy | Federal Highway Administration
It is still unknown why the original shape is corrupt when printing, but the original shapefile is suspected here, since it is not the original shape, or from the authority of that data.

Image Transparency Issue While Exporting To PDF - ArcGIS Pro
Not quite the same. I have zero imagery displayed. The layer "major roads" is 'clipped' by the Map Frame as expected, then creates what looks like a Hollow Feature only when printing with a Phantom Line added in. I am unable to see this line in any other software except on the hard copy printed paper.
I am seeing this in another map now. I am investigating the layer to be sure it isn't a geometry issue.
