I notice that when I set the substitute symbol color for an annotation layer, Pro 2.3 clears out any properties that I just set for that layer (name, display scale, definition query).  Has anyone else seen this?

Hi Mark,
Thank you for bringing this to our attention. We can see the issue and it will be fixed in the next release of ArcGIS Pro. In the mean time, as a work around, if you're modifying your annotation's layer properties and then want to update the symbol substitution, relaunch the symbology pane from the layer context menu after making the layer updates (scale range, name etc.). Hope that helps!
