Cannot create custom address locators using Streetmap Premium

My organization has a license for StreetMap Premium 2018R1. I want to create a new address locator to only include a smaller geographic area, and not all of North America. From looking on a the forums here, it seems that this cannot be done, as the data has special restrictions on it, which prevents it from properly accessing the Shape field, such as exporting the data to another feature class, Buffer, Dissolve, any overlays, etc.

 

However, looking at this site, it states that it CAN be done:

 

Defining the address locator components—Help | ArcGIS Desktop 

 

Scrolling down you see- 

Reference data as primary table (required)—The primary table is the primary reference data to be used by the address locator. The reference data can be a shapefile, coverage, or geodatabase (GDB) feature class. You can also use data from StreetMap Premium for ArcGIS. The subsequent fields listed on the dialog box attempt to map the fields specified for the address locator style to the attribute fields in the reference data.

 

The question is, can you create a custom locator or not using StreetMap Premium?

The detailed street layers (Streets and Routing_Streets) included with StreetMap Premium are protected, so you  would not be able to use these layers to create a street based locator. You could create locators from the other datasets included with StreetMap Premium such as zip codes, cities, points of interest...

 

If you are working with the classic locators and use ArcGIS Pro with the StreetMap Premium licence, you can use the Create Mobile Map Package tool to create a mobile map package and clip the locator to a specific extent. You would not be able to use the tool to clip one of the NewLocators included with StreetMap Premium.
