Why can't I choose a Parcel Fabric layer as the Target Layer in the attribute transfer mapping?

I remapped 150 platted parcels and want to transfer attributes from an archived non-fabric layer to the new tax parcels in the parcel fabric.  I can choose tax parcels as a Source Layer, but not as a Target Layer.
