Why ratio policy do not work in ArcGIS Pro 2.2.0?

I've created feature layer from polyline feature with filed Ratio checked for few fields. Then I clipped the layer with polygon feature. The result feature’s attribute table consist the same values as original layer (no proportional  split by clipped length).

Any idea what is the reason?
