Arc-WofE, looks like a custom extension to ArcView made by a 3rd party and not esri.

Be advised, it looks like the web page was last updated Sept 28, 2006.

FYI, ArcView 3.x is a really old product, the last release was back in 2002. I suggest you use a more recent release of ArcGIS instead.
