R&H Future Dated LRS changes

I have made future dated LRS changes - which will effect events later.  The date for the changes is set to go into effect 12/1/2019.  Last month, anyone using RCE didn't see anything different.  But now, everything that is set to update/retire/etc is already gone - only in RCE.

So we got this figured out.  Turns out the one MXD we used to publish had a date set- we cleared the temporal dates and RCE is back to normal!
