ArcMap Freezes

So according to  ArcGIS support, my computer is good enough to run ArcMap, but I'm running into issues. It works okay for a bit, then everything gets delayed. The zoom won't happen until I click on the hand tool. The shape won't appear until I start zooming. Then the entire program freezes. This only happens when a basemap is present. I don't know what I am doing wrong.

To clarify. After zooming in and/or out, I attempt to create a shape. When I draw on the map, nothing happens. Then I select the hand tool. As soon as I click on the map with the hand to, the shape appears.
