Why are GlobalIDs in an exported Asset Package all Zeroes?

The Utility Network Package Tools have an export Asset Package GP Tool that is supposed to be used to load data into the enterprise GDB.  When adding data to this FGDB asset package, the GlobalIDs all appear as {00000000-0000-0000-0000-000000000000}.  When applying this asset package to the enterpriseGDB it fails because of an invalid GlobalID.

Does the data have to be appended to the enterpriseGDB first to get a GlobalID?

If the Asset Package is being used to load data, should the GlobalID field exist in it if it is unable to create them?

It seems like a bug somewhere either in the database or the GP Tool that is not enabled GlobalIDs correctly.

It seems to be that when the data from the asset package is loaded (appended) into the utility network feature class the '0' GlobalIDs all get updated with new, valid GlobalID values.  At least that's my initial experience.  Would be good to hear from Esri on this, though.
