I've recently installed ArcGIS 10.5.1 on a Windows 10 laptop. Everything seems to be working as expected, except for one rather annoying issue (so far).
When I attempt to use the pan shortcut key (c), the mouse symbol changes to the pan symbol, however, when I try to click around, the map will not pan.
I've tried removing my normal.mxt file from appdata thinking that may do something, but that did not resolve my issue.
All suggestions appreciated!
