Adding external services as basemaps for S123

I am supporting teams responding to Hurricane Michael along the coast of Florida. They are using  Survey123 to gather information about sunken vessels and would like to use aerial imagery taken after the storm instead of a standard ESRI basemap as part of a Geopoint (staff will have access to the Internet) while in the field. I've looked at several help files on how to edit the .info file with the service address with no luck (it always seems to overwrite what I just added). The service address is: https://storms.ngs.noaa.gov/storms/tilesj/services/tileserver.php/wmts.I know Collector would be another tool, but the ease of use Survey123 provides, it is the better tool for the level of GIS expertise collecting the data. I have tried to download the imagery to create a TPK file, but the imagery I need is 75 GB (the resulting TPK file would make it unusable for distribution among so many different users and devices).

Any help anyone can provide is greatly appreciated. The guys in the field appreciate it, too.

Okay, I've looked at all the online help andedited the .info file. S123 will list the generic title I give the basemap, but nothing else is drawn. I know there is an issue with how the services are referenced in the URL, but I don't know here is the issue is located or how else to reference the data. These are not my services. I only know the paths that I am given. Here are the paths that were sent to me:

https://maps.geointel.org/server/services/GIC_Gray_Sky_2018_Michael_Public_Nadir/ImageServer

 

http://seamlessrnc.nauticalcharts.noaa.gov/arcgis/rest/services/RNC/NOAA_RNC/ImageServer

Hi Chris,

The maps.geointel.org server appears to be down - I receive a page with an ArcGIS Server "400 Error" when attempting to access.

The seamlessrnc service is not tiled and cannot be loaded.

The WMTS service provides the template https://stormscdn.ngs.noaa.gov/20181014a-rgb/{TileMatrix}/{TileCol}/{TileRow} for retrieving the tiles.  This will translate to a template string of https://stormscdn.ngs.noaa.gov/20181014a-rgb/${z}/${x}/${y} for Survey123.  This appears to work, though imagery is only located in Florida panhandle area.
