ArcGIS Pro 2.2.3 Published services using Mapplex labels slowness

So, I have been trying to use ArcGIS Pro for day to day operations and for the most part we have been able to do this effectively.  Yes there are some stumbling points, but it's mostly effective.

 

One problem I'm running into currently is that I have published all of my services using ArcGIS Pro 2.2.1 and they work fine.  I had no real need to publish anything with ArcGIS Pro 2.2.2... or I cannot remember do anything with that version.  Recently I tried publishing a service using Pro 2.2.3 and while everything published correctly.  When I view the service in either an AGOL / Portal Web Map, or in a WAB application there is significant slowness in drawing labels.  The features draw quickly.

 

However, simply changing from my Mapplex labels from horizontal as show below to....

 

Boundary Placement requires 10 seconds to redraw.

 

 

This problem get exponentially worse when I try labeling streets or buildings.  The redraw times in ArcMap services or Pro 2.2.1 services are about 1/3 the time as Pro 2.2.3 for these cases.

 

Has anyone else experienced similar problems?
