Select a logistic base with vehicle tracking data

I have a large data set of goods truck tracking data. And I want to find out the best point for the logistic base considering the most frequent visiting point and the lowest cost on time. I also have the whole network data of the city.

Does anybody have a good idea? Can I make out it on arcGIS or with arcpy?

This type of analysis is normally done using the Network Analyst extension and performing Location-allocation analysis—Help | ArcGIS Desktop
