GeoServer and ArcGIS Playing Nice

I'm experimenting with using GeoServer to serve out some tiled data (right now just some GeoTiff DEM's) as a WMTS service.  I finally have it working to pull the service into QGIS and render the layer, but I can't get it to show up in ArcMap or ArcGIS Pro.  I've tried creating tile caches in EPSG 4326, 900913, and the State Plane system that the data is in natively, and it won't render with any of them.  I can get it to recognize the service and I can pull the layer into the map, and it goes to the correct location, but nothing shows.  I just recently got the service to render in ArcGIS Online after I published the 900913 tile cache.  I'm guessing it's something to do with the tile alignment, but I'm not sure.  Has anyone tried doing this, with any success?  I'm running GeoServer 2.13, Arcmap 10.5.1, and Pro 2.2.0.
