EnableNetworkTopology_un Error

The first time I run EnableNetworkTopology_un with the default ("ENABLE_TOPO") option, I get the following error:

FDO error: -2147154945
FDO error: -2147154945 [Error querying row from table AZGas.UPDM.PipelineLine]
Table schema changed after cursor declared [42000:[Microsoft][ODBC Driver 13 for SQL Server][SQL Server]Could not complete cursor operation because the table schema changed after the cursor was declared.] [AZGas.UPDM.PipelineLine]

The second time I run it, it works fine.  I have seen this a number of times now after UN creation, and also after disabling network topology.

Is this a known issue?

I've run into strange behavior like this occasionally, one of the things I do as habit now is whenever I'm standing up an environment I always bounce Pro after staging the utility network and once against after applying the asset package.
