I was given a map created in ArcGis 9.3.2 can I update the parcels in 10.6.1?

were you given a project with data that are mapped? or exactly what is the file format that you were given?

I purchased ArcGis 9.2 and a surveyor did the tax map work under a state grant the town I work for and then updated the parcels with version 9.3.1 (which was done in 2010), have not used the program to update the parcels since then, and now trying to learn how to use 10.6.1 and update the parcels. I have the book Getting to know ArcGis desktop for 9.3 and have the tutorials for 10.6, but unsure if those instructions for 9.3 will work on updating the parcels with 10.6.1 will work. Any help would be appreciated.

The structure of geodatabases has evolved considerably since v 9.2 and 9.3;  your first step would be to create a brand new file geodatabase in 10.6.1. Then, import your parcels feature class into the new geodatabase.  Do the same thing with any and all other feature classes. After that, create your own new 10.6.1 mxd that has the data you need and start editing.  

That should just about do it....
