Can I use web app with "in between" filters to display aggregate data?

I have built a web map that contains neighborhood data on multiple age groups and cumulative risks. Basically my data breaks down as such:

I am building a web application with this map using filters and would like users to be able to select multiple ages and multiple numbers of risks to view aggregate data within the map, as well as a aggregate data in the map's pop-up or some kind of table widget. 

 

Currently I have a map with filters that allow for a unique input between two whole numbers: 

 

CURRENTLY HAVE: 

 

However when I filter on Child Age and Number of Risk, neither the map's symbology (filled polygon based on number of kids in the neighborhood)  nor the information in the pop-up adjust to accommodate the entire range of values entered into the filter.

 

Ideally, I would like the symbology to adjust to the display the aggregate number (sum of children from the range of values user selects) and the pop-up to display the values of the selected filters and aggregate data:

Is it possible to accomplish something like this in a Web App or other AGOL tool?
