Mouse Pointer and Click Location are not Aligned to Web Map Feature

I'm customizing ESRI's public-maps-gallery template. After I call up a web map from the carousel, I have issues identifying web map features from the map view.  The mouse pointer and screen click locations are not aligned, so that when I click on a map feature, the feature is not being identified to return its popup.  I've attached a picture to better explain this. 

 

In the picture, the red arrow shows where I clicked on a line in the web map, but because of the pointer offset, it does not identify the feature (it identifies an area below the feature, where no data is available).  I find I have to click above and around the line, and hope that the pointer click will eventually catch and identify the feature I'm chasing on the screen.

 

I'm not sure where to start looking for a solution.  Is this a styles issue or a script issue?  Any feedback is welcome!  Thanks.
