Merging together a Low and High quality Raster dataset

I have a question about mosaicking together two DEM’s. I have high resolution LiDAR data inside a county boundary and then a USGS 1/3 arc second DEM outside of the county boundary. I want to mosaic the two datasets together in order to model the entire watershed of interest. The seam along the county boundary where the LiDAR ends ranges from a 1 foot to a 30 foot discrepancy to the USGS DEM.

I was hoping to merge the datasets into one seamless raster while only altering the USGS DEM and leaving all the values of the LiDAR area unchanged. Is there a way to mosaic together two raster's while only blending/smoothing the values of one raster?
