Reformatting DateTime data

I am working with some data that initially was set up in Survey 123.  It's come to me in the form of a file geodatabase table.  When I look at the table, the field is displayed as date time:

 

However, when I run a search cursor over the data in an effort to parse out the contents of the EditDate, the true values are revealed:

I need the data in the form as it is displayed; in another table that came from and Access database, I mash the date time information together with another filed value to form a unique id.  The object is to create a unique id in the tables from Survey123 that can be used as a relationship key....
