I need to compare and if possible generate a feat class of two sets of data. Is there a tool or maybe even a expression I can use to get me this data.

If your input features are not overlapping, Select by Location may find coincident features and then you can invert the selection - but this does not consider the similarity of the values in your two attribute tables.
But there are other tools that may do what you are looking for, such as Table Compare (Table Compare—Data Management toolbox | ArcGIS Desktop) which will compare schemas or attributes, or Feature Compare (Feature Compare—Data Management toolbox | ArcGIS Desktop ) can compare geometry, field values and field definitions.
Could you explain your requirement a bit better? I am not sure what you mean by compare. Comparing distances between two different feature classes or comparing data in the same attribute table?
If the latter, then take a look at Compute Confusion Matrix—Help | ArcGIS Desktop for generating errors of commission or omission and a kappa statistic.
Sure I'm taking the object idea from the attribute table for both sets and trying to identify all the identical IDs. So if I have 2500 points in FC and 2400 in the other I would want to tell which 100 I'm missing. Does this help?
