Crowd Source using Relational Database

I'm looking to create a Crowd Source app designed to collect feedback on a few alternatives we have come up with for two corridors. Each corridor has 4 to 5 segments with each having a specific alternative assigned to them. We want to extend the opportunity to allow users to click on a segment, and in the pop-up menu choose a different alternative they would like to see. This would store the changes they make into a relational database. We do not want them to physically change the attributes in the geometry. At the end, we should have a table full with multiple user names, the segment ID, and the choices they made for each segment. Is this possible in the AGOL environment?
