Scale dependent features still identifiable when off

I have a feature layer that I want to show at a small scale and turn off using scale dependency so as not give out too exact of a location. This works fine. However, if a point location is selected to display a pop-up and then zoomed in to a larger scale, the point feature turns off, but the selection box remains, essentially showing the exact location if zoomed all the way in. See attached images for example.

 

Is this typical behavior, and is there anyway to turn the pop-up highlight off or disable the pop-up at a certain scale? I assume this is working as intended, I'm just wondering if there are any suggestions on how to achieve this goal.
