This is expected - select multiple and select one questions submit the value of the choice. Choices can have multiple label values (in, for example, multi-lingual surveys). The values of choices can be set through the form authoring process; explicitly in an XLSForm and through he 'Modify Schema' capability presented at the time of publishing in the web designer. We will be updating the documentation to ensure that is clearly described.
