using figure-ground feathering but with voids

I'm working with a municipal boundary (Munis_Joliet in the map) and using the Figure-ground: Feathering technique on it. The problem is the municipal border is very patchy, with a "void" in the center that is unincorporated land and the city of Rockdale. I don't like how the FGF effect fades out the river in the center of the map. Does anyone have any ideas how to "fill in" this area?

I've thought about increasing the number of rings in the Buffer Wizard. Here is what I have it set at now:


But if I increase the distance than it will also increase everywhere else sort of defeating the purpose of the Feathering Effect.
