A quick google found a trimble site that allows for open streetmap data download. Don't know if it is good enough, but have you tried the city's planning or engineering department to see if they have some division managing gis data?
Im trying several types of archives (xml for example) to do my database, but all of them are not good yet. I will try open streetmap again...(São Paulo city does not have the files)

It looks like you are probably using a Single Use or Concurrent Use license, and signed in to ArcGIS Online with a public account. Maybe? Because I see the same as you're showing in your screenshot when I'm set up like that.
However, when I am signed in to my organization account (with a role where I have Network Analysis privileges) I am able to use the online network dataset for analysis:
So if you have access to an ArcGIS Online organization account, you are able to use the online dataset. The reason that you need to be associated with an organization is that solving network analyses will consume credits as per ArcGIS Online | Service Credits
My account is by my university organization...how I can know the amount of credits that I have online?
OK, I checked again. If you are part of an org, if you are assigned a role that does not have Network Analysis privileges, you'll see the same behavior you're reporting. When you log into ArcGIS Online, what role are you assigned?
You can go to the Organization tab to see that:
My guess is that you have a role where the Network Analysis privilege isn't included. I see that when I work with a test role that I set up.
Your ArcGIS Online organization Administrator would have to grant that privilege to your role. You can find an Administrator by looking at the roles from that same Organization tab, and/or if they have set up the Contact Us link, you can contact that person directly:
