How to lock elements in legend

Hello All-

Made some changes to a existing map- the elements in the map legend are not locked into the legend, so when I moive the legend just the frame moves and elements stay. I know there is a way to lock the legend so they all move together but cannot figure it out.

I am assuming this is ArcMap. Select all of the elements and 'Group' them.
