How do I create a layer like the "workers_xxxxxxxx" layer in Workforce for general tracking use outside of Workforce.

I want to be able to see the most current location of a number of named users accounts, similar to that of the workers_xxxxxxxxxxxxxxxx layer that is created as a part of a Workforce project.  I've been playing with breadcrumb/location tracking layers in AGO, but wasn't able to isolate the most recently collected point and symbolize it in a separate layer.  Then I stumbled across the capabilities of the workers_ layer in Workforce. I would like a layer that I can symbolize/label differently, but the functionality would effectively be the same.  Does anyone know how to create this type of layer without having to create an entire workforce project?  Alternatively, does anyone know how to isolate the most recently collected point in a location tracking layer?  Either would work for my purposes, but I don't know what to try at this point.
