How to change layer to be visible BENEATH other layers when the only option is "perform analysis"

I am trying to sort my layers so the symbols on my layer named "Features" will not cover up the names of other labels in a second layer. However, somehow when I created the layer (via Add > Add Map Notes) there is only the option to perform analysis. I cannot edit the legend for this layer, or move it down in the display to have the layer show beneath others. How can I have the "usual" options show up when I hover over the layer name on the content tab? Currently, all I see is this:

Even when creating a copy, nothing changes.

 

I'd like to access all the options, like so: 

I'm new to ArcGIS Online, so if there is a better way to create a new layer and draw points, polygons, etc straight into ArcGIS Online on a layer please let me know.
