I want to be able to identify aircraft flight paths through mountainous terrain based on terrain. I would need to be 2,000' above the highest point within 2,000' of the aircraft.
tricky, since you would have to specify an elevation of some sort first to start, then query the dem to produce an indicator grid (0s and 1's) where the dem is > 2000' above this. you can then use the Expand tool in the spatial analyst to 'buffer' the indicator grid, which give you your offset (horizontal offset I presume).
You could either start at ground level or at the highest peak and repeat for different starting elevations to see how the flight paths change. I presume that there is some upper elevation that the plane would want to fly at? If so, you could work downward, identifying areas in the dem that are <2000' below it
