Why can't I change the logo for my organization in Portal 10.3 Edit Settings?

The documentation to change the default logo to my own logo is pretty simple. Configure general settings—Portal for ArcGIS (10.3 and 10.3.1) | ArcGIS Enterprise   Why can't I see a change?

 

I am logged in as myself who is the site administrator.  I made a 65 x 65 version of my logo, and it is a jpeg.  I go to the edit settings window, a click to change thumbnail, browse to my image file,  https://www.dropbox.com/s/en6eaoakpp5tgl5/Screenshot%202018-03-29%2009.36.31.png?dl=0  ,  the image name appears as if selected,  I click OK,  (get a little floppy disk icon in the thumbnail box https://www.dropbox.com/s/5b4ld7wr3cwiaa6/Screenshot%202018-03-29%2009.40.43.png?dl=0 ,  click Save,  but the don't see the result on any of my other portal pages.  https://www.dropbox.com/s/bqoey7zlyqhwpfd/Screenshot%202018-03-29%2009.44.38.png?dl=0  It's a silly little thing, but why doesn't this work on either of my new Portal 10.3 installations?
