Type libraries registry keys

Just a heads up to other developers (I reported this problem to support).

When porting existing applications to 9.4, there are odd (wrong I think) things that ESRI did w.r.t. type libraries. 

Look at the registy keys for the carto library.  It has a version 1.0 key which only has partial information and that causes some COM applications to fail to build.  It also has a 9.4 which is complete.  I think that it is bad form publish partial keys.  I know that ESRI does not care about VB6 but I do and it chokes on these.

Compare this to the ArcMapUI library which is correct.  It only has the version 9.4 key and it is complete.

I can work around the problem by changing my references to version 9.4.  The problem with that is that I would like to minimize 9.4 specific changes because I have to support earlier versions as well.
