Is there any alternative way to download ArcGIS Pro updates/patches other than 'About' page? I need to update to 2.1.2 and our IT team is asking for 'downloaded' file to apply the update/patch.

Many folks will not have access to the download files in My ESRI if the org is big enough. Our institution seems to have figured out a way since we can add hundreds each year when they begin their courses, manage them while they are here studying then remove them when they graduate.
Perhaps it isn't the size of the organization or per capita usage but the way the organization has chosen to impede/allow access that is the issue. That would be an issue to discuss with whomever handles the account and the IT department
You can get it and download it through My Esri... but I suspect that is what you mean when you say the 'About' page.
You can do it yourself if the account is set up to enable users to upgrade themselves. See if you get a similar pages
