Extracting values from one set of point data to another

Hi, I'd really appreciate insights into an ArcGIS challenge that I face:

 

I have two sets of data points, each of the same resolution (1x1km across the UK) but they are slightly 'out of sync' when I display them (I've attached a photo).

 

I need to extract a value from one of the set of points (B) and join it to the other set of points (A) - the value of each individual point being attributed to the nearest point of the other data set.

 

I am aware of the 'extract values to points' function but this requires putting B into raster format which I think I am right in rejecting because this won't guarantee that the closest B value is attributed to A.

 

I can't find a function for joining two sets of points data but imagine that there must be a solution/function available?
