I've set up a map with 3 overlaid shapelayers containing different geographic boundaries -- one for towns, another for senate districts, another for election districts. Now I'm trying to figure out how to manage allow the different geographies to be selected, without completely obscuring the geographic boundaries of the underlying layers.
It seems to me that only the polygons in the top layer in the drawing order are selectable on the map. Is that correct? I would like for the boundaries of one of the underlying layers to remain clearly visible. Is that possible?
Also, is it possible to set up the layers so that the viewer can toggle between layers to select polygons and highlight their related data?
