Want to upgrade my pc and install ArcGIS desktop 10.6. Tight budget. Is a pc with intel Core i3 processor with 8GB RAM ok?

I assume when you say, "upgrade my pc," you mean upgrading to a new PC and not upgrading your existing PC, since doing processor upgrades aren't common.
I agree with Dan, focus on the ArcGIS Pro specifications because anything that works for Pro will work for ArcMap. If budgets are tight, I would focus on the Pro minimum and recommended specifications.

There are always sales on PCs, so patience can save you hundreds of dollars. If you want to get more specific on what a "tight budget" is, people could provide more specific suggestions and possibly even point out some good sales online.
If possible, you should check the machines when you visit the store (Internet required). Run Can You Run It? | ArcGIS Pro 2.1 on the laptop. You will receive a detailed System Requirements Lab Analysis. ArcMap 10.6 would also run fine on machines meeting the specifications of ArcGIS Pro 2.1.
