Is it possible to show the values of proportional symbology in a legend?

Using ArcMap 10.6 I am mapping animal movements collected via satellite tags. I have used proportional symbology to represent the amount of error around each data point because I wanted the point to represent the error in its true size (in meters). The problem I'm having is that when I go to produce a legend for the maps it won't show the values of the individual proportional symbols, just the column header the data is pulled from and the units it's in (e.g. "Quality", "meters"). Is there a way to have my legend show the actual values?
