I want to insert a small, but larger scale map on the edge of a larger map, like a reference point. But i don't know how to do this on ArcGis Online?
In the Web Map in ArcGIS Online in the upper right corner you will see a small arrow:
When you click on it, it will reveal a small map with the overview of the location:

In ArcGIS Online, I don't think you can but maybe there is a configurable template app available that includes it. I know that there are a lot of enhancements for printing in Enterprise introduced at 10.6 and if you have access to it you can use your own printing service and map templates for printing maps in ArcGIS Online.
