I'm trying to aggregate geographies based on a given variable (e.g., population) until that variable reaches a certain threshold. Is this possible in ArcGIS? Just as an example - could I aggregate census blocks in a state until they reach 2,500 people? Any individual geographies already meeting that threshold would not be aggregated and it should aggregate the closest geographic units for compact aggregations (as much as possible). I looked at a few options in the toolbox, but they don't seem to be able to do this. Thanks!
