I am trying to compare 3 distinct layers by using the identify tool. All layers that I am using come from the ArcGIS online databases and are all raster data sets(see image). I am wondering how I can compare the "23.3173 inches" of rainfall, the "well drained" soil class, and the "Clay(light)" cassification under the "S_USDA_TEX_CLASS" field lacated under "4772". By compareing these three atributes, I then need to display an output(ie. "soil nail, tire stabalization, or recompaction", etc. ). The output depends on the three factors listed above.
Am I going about this the correct way or is there a better way for me to approach this?

If you only have a few to do, yes. If you have many combinations and need a lot of attributes, then a 'Combine' in ArcMap or Pro would combine the intersection of the geometry all at once for further processing. Extracting all the attributes for each combination will be a little more difficult. Vector data would be easier.
I don't know offhand whether the AGOL offers equivalent capabilities
